Add new configuration option ENABLE_ARMA_NO_DEBUG
...
When enabled, defines the ARMA_NO_DEBUG macro in Armadillo, disabling bound checking.
Disabled by default, but it is set automatically to ON if ENABLE_PACKAGING is set to ON
