Introduce readability-identifier-naming check 
This commit enforces naming style for Classes and global constants:
Camel_Snake_Case for Classes
UPPER_CASE for global constants
CamelCase for abstract classes

Merge branch 'next' into bds_b1i. Also fixes multiple bugs with the
addition of bds b1i signals into code. Major changes where fixed and
code to support RINEX and RTCM is needed
