Add os/perm-int and os/perm-str.
...
This helps address #331 . While we could also
make os/stat return an integer, we don't do that yet
for api breakage reasons.
This also lets us use this logic on other functions
that take permission strings.

are ambiguous (the hours before and after the switch), mktime
