Update pseudorange outlier rejection
- Gate relative pseudorange rejection behind a new configuration flag
`Observables.reject_outlier_pseudoranges` (default: true) to prevent
premature PVT breakage and improve space compatibility.
Align B1C with unified adapters.
- Fold B1C acquisition/tracking/telemetry into PcpsAcquisitionAdapter,
DllPllTrackingAdapter, and TelemetryDecoderAdapter, and add SPDX author
headers for the B1C/CNAV1 contribution files.
Fix B1C ICD alignment for eph, TGD, UTC, and PR gating.
Gate CNAV1 publish on IODE/IODC, fix gettgd SYS_BDS selection,
correct LS/LSF and UTC scales, and drop the MEO-biased PR median cut.

Map B1C to its own RTKLIB frequency/wavelength, apply correct TGD/ISC and BDGIM,
and define same-PRN mixed-signal policy with regression tests and conf notes.

Integrate acquisition, pilot/data tracking, B-CNAV1 telemetry decoding, and
PVT/RINEX hooks on upstream/next with minimal changes to shared blocks.
Includes example configuration, code generators, and unit tests.

Reads samples from unix fifo into gnss-sdr.
Use cases:
- multiplex signal streams outside of gnss-sdr
- another program holds access to the SDR
- the SDR is not supported by gnss-sdr but can dump the signal to a fifo
Added acquisition and tracking monitors to view intermediate outputs of
GNSS-SDR from monitoring clients. Each monitor (acquisition, tracking,
original monitor, and pvt) pushes its data to a different UDP port.
Changed wavelength computation to native method within RTKLIb. The native method
should also help in the PVT computation of GLONASS satellites as it considers
the freq. offset when computing the wavelength. This also fixes typo in tracking
stage for MEO satellites of the BDS constellation.
Note: A similar approach to carrier wavelength computation should be applied to
the obs_data in rtk_solver. In theory, static allocation should not be needed for
the types.
This works builds up upon J. Arribas work for unified symbol dec in tracking.
Fixes a couple of bugs with PVT code and adds new code for RINEX functions. Adds
cosmetic fixes to the code with unused variables.
