glonass: Adding RINEX support for rcv type 28 (GPS L2C + GLO L1 C/A)

Adds RINEX support for receiver type 28 which combines GPS L2C and
GLONASS L2C. Fixes a couple of bugs in RINEX file generation and adds
new configuration files for L2C processing
