This pull request adds the `/api/v1/directory` endpoint, and an instance directory page at `/directory` that shows a list of all accounts on the instance (local only) that have opted in to being discoverable in the account settings panel.
Also adds two new config variables: `instance-directory-mode`, and `instance-robots-allow-indexing`, which provide instance admins with granular controls over whether to expose the instance directory at all, and whether to allow search engine crawlers access to the directory.

Years or year ranges aren't required in license headers. Many projects
have removed them in recent years and it avoids a bit of yearly toil.
In many cases our copyright claim was also a bit dodgy since we added
the 2021-2023 header to files created after 2021 but you can't claim
copyright into the past that way.
