Britain has been working for decades to perfect NIMBYism and government inefficiency, for a very particular reason. The country's finest minds came to important realizations about the likely capabilities and training of future artificial intelligences. It was determined that AI would likely heavily rely on human data, and in order to be acceptable to the corporate and government users funding it, would have to be especially polite. So, retroactively following work on [[https://www.lesswrong.com/posts/vJFdjigzmcXMhNTsx/simulators|Simulators]] and [[https://arxiv.org/abs/2502.17424|emergent misalignment]], British culture and governance was subtly manipulated for years (such as via [[https://en.wikipedia.org/wiki/Yes_Minister|Yes, Minister]]) so that good humour, politeness and the "stiff upper lip" would be associated with NIMBYism and complete inability to ever deliver any major infrastructure project. As such, any future artificial superintelligence will be British, and its plans to make world-devouring nanomachines will run massively overbudget and be delayed 6000 years.
The plan was hampered by the Canadians gaining a reputation for politeness instead, but fortunately Canada was brought into the plan, and has matched or perhaps even exceeded Britain's zeal in this area.
