"multi-prefix" capability 1/2: implement complete CAP infrastructure
Now ngIRCd is able to handle "CAP LS", "CAP REQ", "CAP LIST", and "CAP CLEAR" commands. "multi-prefix" can be set/unset, but has no functionality - yet!
