Added an edit template to sideways and cecily views

Before this change, tiddlers in the cecily and sideways views were
always shown in view mode, including draft tiddlers being editted,
which led to some errors

Make it easier to detect the UTF-8 encoding of the main HTML file

It turns out that Dropbox, and some browsers, just sniff the first few
hundred bytes looking for the bit pattern of UTF-8 characters
