- Add a new ThreadUtils.newReentrantLock/newReentrantReadWriteLock
   functions. These use Guava's CycleDetectingLockFactory to create a
   cycle-detecting lock in a development environment.

 - Rename ForbiddenImports to ForbiddenAPIs, and forbid constructing
   these instances directly, requiring you to go through ThreadUtils.
