Solves an annoying issue where we returning 403 to inbox posts when the caller wasn't actually blocked, but was forwarding us an activity originating from a domain that is blocked. Instead we now just return 202 and drop the activity.
Also removes a bit of cruft with a custom error type and uses gtserror.NotRelevant instead.
