New configuration option "OperChanPAutoOp"

Browse Source 
If disabled, IRC operators don't become channel operators in persistent
channels when joining. Enabled by default, which has been the behavior
of ngIRCd up to this patch.

Closes bug #135.

(Cosmetic fixes by Alex.)
