add Database Management section (#3670)

- move chartbrew, baserow, datasette, nocodb, directus, databunker, bytebase, cloudbeaver, databunker, mindsdb, missionkontrol to it
- this groups several items that have a similar purpose and moves them out of miscellaneous/analytics/automation
- add section headers (related to analytics/automation
- update TOC
- this section is NOT for RDBMS/database engines. Please visit dbdb.io for this
