Seperate clear cookie and disable actions in Browser Storage Plugin (#8602)
Added two messages:
* `tm-delete-browser-storage` for deleting the cookie saved by the
  Browser Storage plugin
* `tm-disable-browser-storage` for disabling Browser Storage
