startsWith is part of ES2015, while TiddlyWiki uses the 5.1 dialect.

* If not set to "yes", disabled SSE request handling.

* Add new tiddler editions/tw5.com/tiddlers/webserver/WebServer Parameter_ sse-enabled.tid
